China Tax Refund: Guide for Nigerian Travellers
China tax refund guide for Nigerians: eligibility, shop documents, airport checks, 2026 digital changes and why wholesale stock needs different treatment.

China Tax Refund: Guide for Nigerian Travellers
A China tax refund can reduce the cost of eligible shopping during your trip. Nigerian travellers can qualify under the rules for overseas visitors, but buying something in China does not automatically create a refund entitlement.
The shop, goods, documents and departure arrangements must qualify. If you are buying cartons for your Nigerian business, check the treatment before including any refund in your profit calculation.
This guide reflects official information checked on 27 October 2026, including changes introduced during 2026.
Who can claim a refund when leaving China? #
The departure scheme refunds part of the VAT on qualifying purchases. Overseas visitors include foreigners whose continuous stay in mainland China does not exceed 183 days before departure.
The main purchase conditions are:
- Spend at least CNY 200 on eligible goods at the same participating shop on the same day.
- Keep the goods unused and unconsumed.
- Leave within 90 days of buying them.
- Take them with you, either personally or in your checked luggage.
- Depart through a port that processes the scheme.
Spending CNY 120 at one shop and CNY 100 at another does not meet the same-shop threshold. A passport alone cannot make an ordinary purchase eligible.
Check the mainland departure point in your Nigeria-to-China flight itinerary. Your international connection and the airport where you actually leave the mainland may be different.
What should you ask the shop before paying? #
Ask whether the store participates in departure tax refunds and whether your exact purchase qualifies. Look for the scheme's signage, then confirm at the counter.
You can show this question: 可以办理离境退税吗? It means: Can you process a departure tax refund?
Ask the cashier to explain:
- Which items qualify and the invoice amount recorded.
- How they will issue your sales invoice and refund application.
- Which passport details they need.
- Whether the service is a standard departure refund or an advance refund.
- Which agency will complete the process.
Check your name, passport number, item description and purchase date before leaving. A payment screenshot is useful evidence, but it does not replace the required refund records.
At a Guangzhou wholesale market, ask each seller separately. A market's popularity does not establish every stall's eligibility.
How do you complete the airport refund process? #
Plan around the instructions for your departure terminal and whether the goods are in checked baggage. Confirm where any required inspection happens before surrendering the suitcase containing your purchases.
A practical sequence is:
- Obtain the store's sales invoice and refund application records.
- Keep your passport, eligible goods and electronic documents accessible.
- Follow the port's refund route and complete any required Customs verification.
- Complete departure formalities as directed.
- Follow the refund agency's instructions to receive or finalise the refund.
From 1 July 2026, applications covering eligible sales below CNY 10,000 are subject to random physical inspection. Applications covering CNY 10,000 or more remain individually inspected. That threshold concerns purchase value on the application, not the refund amount.
The 2026 rules also support paperless processing. Physical inspection depends on the system's selection; a small purchase is not a reason to skip the process yourself.
Save readable copies of the electronic records and service code, where issued. Ask the shop for paper copies if you need them. Include this document check in your China trip packing plan.
Confirm counter hours before an early flight. Allow time for the procedure without assuming every terminal follows the same walking route.
How much is a China tax refund worth? #
The official calculation uses the eligible VAT-inclusive invoice amount multiplied by the applicable refund rate, less the refund agency's service fee.
The published rates are 11% for goods subject to 13% VAT and 8% for goods subject to 9% VAT. The refund rate and the VAT rate are different.
Shanghai's September 2026 guide specifies a handling fee equal to 2% of the eligible invoice amount. Confirm the applicable fee with the agency serving your purchase and departure route.
For illustration, suppose an eligible Shanghai purchase costs CNY 3,000 and attracts the 11% refund rate:
- Gross refund: CNY 3,000 × 11% = CNY 330.
- Handling fee: CNY 3,000 × 2% = CNY 60.
- Net refund: CNY 270.
This is an example, not approval of a particular purchase.
Refunds are in renminbi. The national guidance allows cash or bank transfer when the refund does not exceed CNY 20,000; above that, bank transfer applies. Ask which receiving details are accepted. Shanghai also offers an Alipay option under its local arrangements.
Review your Alipay and WeChat Pay setup separately. Paying with a wallet does not establish that the same wallet can receive your refund.
How does refund-upon-purchase work in 2026? #
Some participating stores offer an advance equal to the expected refund. This service involves an agreement and a credit card supporting pre-authorisation. Receiving the advance does not finish the departure requirements.
Check whether your own card supports the arrangement. Do not assume that any Nigerian debit card will work.
The 2026 measures standardised the departure limit for this service at 28 days. Have the agency confirm the exact deadline and agreed departure port in writing.
Cross-region processing has also expanded, with updated online review arrangements from 1 September 2026. Confirm that the agencies for your shopping and departure locations support your arrangement before accepting an advance.
If your plans change, contact the agency promptly. Under the service terms, an advance can be recovered through the card authorisation when the conditions are not met.
Do not use the ordinary 90-day purchase window as permission to ignore an earlier advance-refund deadline.
Can you claim on stock for your Nigerian business? #
The official visitor guidance describes eligible goods as purchases for personal use. Do not treat this scheme as a guaranteed discount on wholesale stock, factory orders or goods shipped separately by a forwarder.
For example, ordering 300 phone cases for resale does not establish entitlement simply because you hold a foreign passport. Ask the supplier about the appropriate commercial export arrangement and obtain written pricing terms.
Hotel bills, flights and restaurant spending are outside this goods-purchase scheme. VAT-exempt purchases also cannot produce a refund of VAT that was not charged.
For business orders, build your complete landed cost from China to Nigeria using confirmed amounts. Only include a supplier rebate or tax-related adjustment when its basis and treatment are established.
A Chinese departure refund does not determine what Nigeria charges when goods arrive. Check the separate guide to tax on imported goods in Nigeria for that part of your budget.
What questions do Nigerian travellers ask most? #
Is the minimum spend still CNY 500? #
No. Current official guidance gives CNY 200 for eligible purchases by the same visitor at the same participating shop on the same day.
Must every traveller show the goods to Customs? #
Follow the system and port instructions. Smaller applications can be exempted from physical inspection; those selected still require presentation of the goods.
Can I start using a new phone before departure? #
The goods must remain unused and unconsumed. Ask the shop how it handles product checks before opening or activating an item intended for a claim.
Does every Taobao or 1688 order qualify? #
No. The 2026 measures support selected online-store pilots. An ordinary marketplace receipt does not prove that the seller and purchase participate.
Can my forwarder send the purchases separately? #
The visitor scheme requires the goods to accompany you personally or in checked luggage. Separately shipped cargo does not meet that condition.
Will I receive the full 13% VAT back? #
No. The applicable refund rate is different, and the agency's fee reduces what you receive. Ask for the net calculation.
Can I receive an advance and skip the airport process? #
No. Advance refunds remain conditional on completing the required departure procedure and meeting the agreement's terms.
