Shoes from China wholesale: where to buy and Nigeria rules
Shoes from China wholesale for Nigerian buyers: where trainers, leather shoes and bags are made, 2026 import rules, SONCAP, samples and supplier checks.

If you are buying shoes from China wholesale for Nigeria in 2026, start with one important update:
The old Nigerian rule that broadly prohibited finished footwear, bags and suitcases has changed under the 2026 Fiscal Policy Measures.
The revised trade-prohibition list now contains 17 categories and does not include footwear, handbags or suitcases. Nigeria Customs announced implementation of the revised framework in July 2026.
That means the business has changed.
You are no longer limited to sports shoes, canvas shoes and CKD components in the way older import guides describe.
But do not interpret that as “buy anything and ship.”
Your exact shoe or bag still needs the correct HS classification, import documentation and applicable conformity certification before it leaves China.
Are shoes and bags still banned from China to Nigeria? #
Under the 2026 Fiscal Policy Measures, footwear, bags and suitcases are absent from the revised 17-category Import Prohibition List.
The new framework took effect from 1 April 2026 and superseded the 2023 Fiscal Policy Measures.
That is a significant change.
Older Nigerian Customs schedules prohibited most products under footwear Chapter 64 and bag/luggage heading 4202, while allowing exceptions such as sports shoes, canvas shoes, safety footwear and CKD parts.
You will still see that old wording online.
In fact, Nigeria's Trade Information Portal currently still displays the previous restriction.
Because the government databases are not perfectly synchronized, do one thing before paying a Chinese factory:
Send the exact product description, material and proposed HS code to your clearing agent and confirm the current treatment under the 2026 tariff.
Do that before the supplier loads the container.
Our Form M guide explains why the HS code matters long before the goods reach Lagos.
Where should you buy sports shoes in China? #
For trainers and athletic footwear, start with Jinjiang in Fujian Province.
Jinjiang remains one of China's major footwear and sportswear manufacturing centres.
The city has a complete supply chain covering footwear factories, soles, uppers, fabrics, machinery and accessories. Its government is currently developing the area further as an international sports-fashion and footwear manufacturing centre.
Brands including Anta and 361° grew out of the Jinjiang footwear cluster.
For a Nigerian buyer, Jinjiang makes sense when you want:
- trainers;
- running shoes;
- basketball shoes;
- football-related footwear;
- casual sports shoes;
- private-label footwear;
- soles and other footwear components.
It is particularly useful for buyers who have moved beyond buying whatever is available in a Guangzhou wholesale stall and want to develop a repeat product directly with a factory.
What about leather and formal shoes? #
Look at Wenzhou, Zhejiang Province.
Wenzhou is officially recognised as one of China's major footwear centres and has spent years developing what it calls a world-class shoe industry cluster.
Its supply chain covers:
- men's formal shoes;
- women's shoes;
- leather footwear;
- fashion shoes;
- uppers;
- leather;
- shoe materials;
- design;
- and production equipment.
If you want a branded men's shoe line for Nigeria, Wenzhou is more relevant than simply walking around Guangzhou looking for whichever supplier has the lowest price.
You can still use Guangzhou for product discovery.
But once you know the style, material and target price you want, finding the actual production cluster usually gives you better control over the order.
Should you buy shoes in Guangzhou instead? #
Guangzhou is easier for a first-time buyer.
You can see many suppliers and styles in one city without travelling across China.
That makes Guangzhou useful for:
- comparing designs;
- buying samples;
- finding smaller wholesalers;
- understanding current styles;
- and meeting agents who represent factories elsewhere.
But understand what you are looking at.
A showroom in Guangzhou may belong to:
- a factory;
- a trading company;
- a wholesaler;
- or an agent representing several factories.
Ask directly:
Where is the factory?
Are you the manufacturer or trading company?
Can I visit the production site?
Whose company name will appear on the invoice?
Our Guangzhou wholesale markets guide explains the main sourcing districts.
Where are bags made in China? #
China has several important bag and luggage clusters.
Shiling, Guangzhou #
Shiling in Huadu District remains an important leather-goods and luggage manufacturing centre.
In 2026, Huadu was still investing in large new luggage-manufacturing facilities in Shiling and publicly describes the area as part of its “Leather Goods Capital of China” industry.
Look there for:
- handbags;
- fashion bags;
- PU bags;
- backpacks;
- leather goods;
- components;
- metal fittings;
- handles;
- zips;
- and private-label production.
For Nigerian buyers already staying in Guangzhou, Shiling is practical because you can combine factory sourcing with the wholesale markets around Guangzhou.
Baigou, Hebei #
Baigou is another major Chinese luggage and bag cluster, especially for volume and price-sensitive production.
It is known for products such as:
- backpacks;
- school bags;
- travel bags;
- women's bags;
- and trolley cases.
The cluster has a long-established manufacturing and wholesale ecosystem rather than being just one giant market.
Pinghu, Zhejiang #
Pinghu also has an established luggage and bag industry.
As recently as February 2026, government-backed trade-promotion teams were visiting the Pinghu Bag & Suitcase Industrial Park and its industry association for sourcing and manufacturing cooperation.
It is particularly worth checking when luggage or suitcases are the main product rather than fashion handbags.
Do shoes and bags need SONCAP? #
For normal commercial imports, expect SONCAP to matter unless your specific goods fall within an exemption.
The Standards Organisation of Nigeria says SONCAP covers imported regulated goods except specified exclusions such as food, medicines, certain medical products, some manufacturing raw materials, military goods, contraband and certain used products.
For regulated commercial goods, the normal process includes:
Product Certificate — used for Form M.
SONCAP Certificate — required for Customs clearance of the regulated shipment.
SON's own 2026 laboratory schedule specifically lists shoes, bags and leather/plastic products, which is another reason not to treat them as an unregulated import category.
Do not wait until the container reaches Lagos to ask the supplier whether the goods need testing.
Confirm the certification route before production.
Do not choose a shoe factory by price alone #
Two trainers can look almost identical in photographs and have completely different production costs.
The difference may be in:
- sole material;
- foam density;
- upper material;
- lining;
- stitching;
- adhesive;
- insole;
- weight;
- packaging;
- or quality control.
If Factory A quotes $7.80 and Factory B quotes $5.20, ask why.
Do not just congratulate yourself for finding a cheaper factory.
Give both suppliers the same specification and ask them to quote the same thing.
Otherwise you are comparing two different shoes.
Always order samples first #
For footwear, a photograph tells you very little.
Order a physical sample.
Check:
- stitching;
- symmetry;
- sole bonding;
- smell;
- material thickness;
- flexibility;
- sizing;
- colour;
- logo placement;
- packaging;
- and comfort.
Wear the sample.
Bend it.
Leave it somewhere warm.
Check whether the sole starts separating.
Nigeria's heat is not kind to poor adhesive.
If you are ordering several colours, get colour references agreed before production.
If you are ordering your own brand, keep the approved sample as the standard the bulk order must match.
Our samples from China guide explains how to handle sampling before a large order.
Be careful with Nigerian shoe sizes #
Do not tell a Chinese factory:
Send sizes 40 to 45.
That is not enough.
Agree the actual size chart and the number of pairs per size.
For example:
- 40 — 50 pairs
- 41 — 100 pairs
- 42 — 200 pairs
- 43 — 250 pairs
- 44 — 250 pairs
- 45 — 150 pairs
Your size run affects what sells and what becomes dead stock.
Ask the supplier for the internal foot-length measurement in millimetres or centimetres instead of relying only on the printed size number.
One factory's 43 may not fit exactly like another factory's 43.
Check the MOQ per colour, not just per design #
A supplier may tell you:
MOQ: 1,000 pairs.
Then you discover they mean:
1,000 pairs per colour.
If you wanted five colours, your intended 1,000-pair order just became 5,000 pairs.
Ask separately:
- MOQ per model;
- MOQ per colour;
- MOQ per size run;
- minimum logo quantity;
- minimum custom-box quantity.
Write all of it into the quotation or proforma invoice.
Buying your own brand is different #
If you want your name on the shoe or bag, discuss branding before you negotiate the final price.
Branding can include:
- logo on the upper;
- logo on the sole;
- branded insole;
- branded zipper;
- woven label;
- hang tag;
- shoe box;
- dust bag;
- outer carton.
Some changes cost almost nothing.
Others require a mould.
If the factory asks you to pay for a logo mould, clarify who owns it and whether it can be used for another buyer.
Our guide to OEM, ODM and own-brand goods from China covers the difference.
Do not buy fake branded shoes #
Factories and market sellers may offer products carrying global brand names.
A cheap Nike, Adidas, Gucci or another protected mark is not automatically a sourcing opportunity.
Counterfeit goods are separately prohibited, and Customs can seize them regardless of whether ordinary footwear itself is permitted under the current trade framework.
If you do not have authorization from the trademark owner, buy an unbranded product or build your own brand.
Read our counterfeit goods from China guide before buying branded stock.
What should you ask a supplier before paying? #
For shoes:
- Are you the manufacturer?
- What material is the upper?
- What is the sole made from?
- What adhesive is used?
- What is the MOQ?
- Is MOQ per colour?
- What is the full size chart?
- Can I customise the logo?
- Is there a mould charge?
- What is production time?
- What is the packing specification?
- What is the carton size and weight?
- Which port is the FOB price based on?
- What documents can you provide for Nigerian conformity processing?
For bags, add:
- lining material;
- zipper brand or specification;
- metal hardware finish;
- strap load capacity;
- leather or PU grade;
- and colour-fastness requirements.
Then get everything important in writing.
So where should a Nigerian buyer go? #
For sports shoes and trainers, start with Jinjiang.
For leather and fashion footwear, look seriously at Wenzhou.
For broad comparison and easy first-time sourcing, use Guangzhou.
For fashion bags and leather goods, check Shiling/Guangzhou.
For high-volume backpacks, travel bags and luggage, compare Baigou and Pinghu as well.
But the city is only half the decision.
The other half is what happens when the goods enter Nigeria.
The 2026 trade rules changed significantly, and older pages still reproduce the former footwear-and-bag ban. Even government portals are not perfectly synchronized.
So before transferring a deposit, send the product description and proposed HS code to your Nigerian clearing professional, confirm the current tariff treatment, confirm Form M and SONCAP requirements, and calculate the full landed cost.
Then buy.
For the wider sourcing map, continue with which Chinese city makes what, and use our landed cost from China to Nigeria guide before deciding whether the supplier's price actually leaves you a profit.
