Wood Packaging Rules: China to Nigeria Import Guide

Check wood packaging rules for China-to-Nigeria imports. Understand pallets, crates, IPPC marks and NAQS requirements before your supplier packs the shipment.

Wood Packaging Rules: China to Nigeria Import Guide

Wood packaging rules matter when your Chinese supplier puts machinery, tiles, furniture or other goods on a wooden pallet or inside a crate. The packing material can require checks of its own, even when the product inside is acceptable for import.

Before dispatch, identify the materials, confirm Nigerian requirements and collect evidence tied to your actual shipment. A supplier's promise that the crate is suitable for export needs supporting details.

Which types of packaging should you check? #

Start with the whole package: pallet, base, frame, internal supports and loose timber used to hold the goods in place. That supporting timber is often called dunnage.

ISPM 15 is the international plant-health standard covering relevant packaging made from raw wood. Its purpose is to reduce the movement of quarantine pests through trade.

Packaging made wholly from sufficiently processed wood, such as plywood, is excluded from that standard's scope. However, plywood walls can sit on solid-wood runners. Ask for the material of every component before accepting an exemption claim.

For example, request photographs of the underside of a machine crate. A photograph of its smooth plywood lid cannot establish what the base contains.

If you are combining orders from several Chinese suppliers, ask whether the warehouse will add pallets or bracing after the individual sellers deliver.

What does Nigeria require before the shipment leaves? #

NAQS, the Nigeria Agricultural Quarantine Service, publishes a notice dated 28 May 2019 covering solid-wood packaging in containerised imports. It states that an import permit must be obtained before importation and that the wood must receive treatment and carry legible IPPC markings identifying the treatment.

The notice remains publicly available at this guide's October 2026 check. NAQS also lists inspection and certification of internationally moving wooden packaging among its functions.

Send the proposed packing details to NAQS and your clearing team before dispatch. Ask them to confirm:

For air cargo or another transport mode, obtain instructions for that route. The cited notice specifically discusses containerised cargo.

Include packaging in your discussion when choosing a clearing agent in Lagos. Keep the written response with your shipment records.

How can you read the IPPC mark? #

The standard's mark contains the IPPC symbol, a two-letter country code, an assigned producer or treatment-provider code, and the treatment abbreviation.

For example, HT identifies heat treatment; MB identifies methyl-bromide treatment. Nigeria's published notice names those two methods. Confirm acceptance before relying on a different treatment code.

Ask the supplier to identify the business responsible for treatment and explain how its assigned code can be checked. A clear photograph helps you read a mark; it cannot prove that the treatment happened correctly.

Also distinguish the treatment mark from your shipping mark. Your shipment reference helps handlers identify the cargo. It does not establish plant-health compliance.

Keep both visible in the photo record. Do not ask a warehouse to copy an IPPC symbol onto untreated packaging.

What should you ask the supplier and warehouse? #

Put wood packaging rules into the order discussion before the supplier builds the crate. Agree who arranges treatment, who supplies records and who pays for corrections if the delivered packaging differs from the agreed specification.

You can send this message:

Please confirm all packaging materials, including the crate base, runners, internal supports and any timber added during loading. Identify the treatment provider and send the relevant records and clear photographs of the actual packaging and marks. Confirm the final packed dimensions, gross weight and package count before dispatch.

Give the warehouse the same instructions if it will repack the goods. Request a final photo set after its work is complete:

Add these tasks to your China inspection brief. Agree the inspection scope explicitly; a product inspection may not include verification of packaging treatment or permits.

How can crates change your shipping bill? #

Ask for freight quotations using the finished package measurements. The bare machine's dimensions will not describe a crate with a raised base and protective spacing.

Consider this fictional example:

The difference is 0.60 cubic metres. Whether that increases your bill, and by how much, depends on the forwarder's charging basis, minimums and other terms. These figures are an illustration, not a freight quotation.

Request separate prices for packing, treatment, handling and freight where applicable. Confirm what any paperwork charge covers and ask for supporting invoices or official receipts.

Update your China-to-Nigeria landed-cost calculation after final packing. Compare protective strength and total cost before choosing a cheaper packaging option.

What should you do if packaging is rejected? #

Ask your clearing representative for the written inspection finding or notice. Establish which packages are affected, the stated reason and the instructions from the responsible authority.

Collect the packing photographs, treatment records, permit details and supplier correspondence in one folder. Share them with the clearing team so it can request clarification or the authorised next step.

Ask for an itemised estimate covering any proposed handling, treatment, storage or other work. Confirm who authorises it and how payment will be documented. Avoid accepting an unexplained payment as a guarantee of release.

Do not arrange removal, disposal or treatment of held packaging without the relevant authority's instructions. Keep a record of decisions and update delivery plans when the position is clear.

Wood packaging rules should be resolved early in the port-clearing process. A packing problem can complicate arrangements even after the goods themselves have reached Nigeria.

What questions do Nigerian importers ask? #

Do all imports from China need wooden crates? #

No. Choose packaging suited to the goods, handling and transport. Ask the supplier and forwarder to agree adequate protection, then check the requirements for the materials they propose.

Is a plywood crate automatically exempt? #

Check its complete construction. The ISPM 15 exclusion for sufficiently processed wood does not establish that solid-wood runners or supports inside the same package are exempt.

Is heat treatment the same as fumigation? #

No. They are different treatment methods. Ask which method was used and whether its evidence meets the requirements confirmed for your Nigerian shipment.

Does a fumigation certificate replace every other requirement? #

Do not assume so. Confirm the permit, treatment evidence, marks and inspection requirements separately. A document described as a fumigation certificate does not answer every packaging question.

Can the warehouse add untreated wooden supports later? #

Make later packing changes part of the compliance check. Tell the warehouse to obtain approval for proposed materials and provide updated records and photographs before dispatch.

Can imported pallets be reused in Nigeria? #

NAQS's published notice says already imported solid-wood packaging must be treated again if intended for reuse or recycling. Confirm the applicable process with NAQS before arranging either.

Does an IPPC mark guarantee that a crate is strong enough? #

No. ISPM 15 addresses plant-health risks. Separately agree the crate's suitability for the load, lifting, stacking and journey with the supplier and logistics team.
