SONCAP requirements: which goods need it and how it works

SONCAP requirements for a Nigerian importer in 2026: which goods are regulated, the three certificate routes and fees, the firms in China, and the penalty.

SONCAP is Nigeria's pre-shipment conformity system for imported regulated goods.

The simple rule is:

check SONCAP before the goods leave China.

Not when the container reaches Lagos.

For regulated products, the compliance chain is:

Product Certificate → Form M → shipment certification → SONCAP Certificate → PAAR → Customs clearance.

Miss that order and the mistake becomes expensive.

SON currently says a regulated shipment that leaves the country of export without the required SONCAP process cannot simply be certified normally after shipment. It moves into SONCAP Default, with a published charge of:

20% of CIF value or ₦2 million, whichever is higher.

That is before storage, testing, demurrage and the possibility that the goods fail conformity checks.

What exactly is SONCAP? #

SONCAP means:

Standards Organisation of Nigeria Conformity Assessment Programme.

It is an offshore, pre-shipment system used to verify that imported regulated products meet:

Nigerian Industrial Standards

or accepted equivalent international standards before they are exported to Nigeria.

The testing and verification take place in the:

country of supply.

For a China shipment, that means the conformity work begins in China.

Which products need SONCAP? #

SON's current published scope is broader than most importers realise.

It describes SONCAP as covering imported goods regulated by SON, except the categories specifically exempted from offshore SONCAP.

In practical trading terms, that means many imported manufactured goods such as:

may fall into the SONCAP system.

Do not decide from the product name alone.

Use the:

HS code + current SON status

before paying a supplier.

Do not rely on the rule “if it plugs in, it needs SONCAP” #

That is a useful memory aid.

It is not the legal test.

A product can:

not use electricity

and still be SON-regulated.

And a product can fall under another regulator as well.

The safest question is:

“What is the HS code, and is this HS line SONCAP regulated?”

Ask that before the deposit.

What is exempt from offshore SONCAP? #

SON currently lists the following exemptions from the offshore certification scheme:

That wording matters.

Medical equipment is not automatically exempt #

This is frequently misunderstood.

SON's exemption says:

“Medicals, other than equipment and machines.”

So do not read:

“NAFDAC handles medical products”

as:

“medical equipment never needs SONCAP.”

Medical equipment and machines are specifically outside that exemption.

Depending on the product, other regulatory approvals may also apply.

Check the exact product before shipment.

Food and medicines follow a different route #

Food and medicines are exempt from SONCAP offshore certification.

That does not mean:

no regulation.

It means SONCAP is not the offshore conformity route for them.

For many food, drug, cosmetic and related products, the relevant Nigerian compliance route is through NAFDAC.

Use our NAFDAC registration guide.

There are two main certificates to understand #

Importers often call everything:

“the SONCAP certificate.”

That causes confusion.

There are two different stages.

1. Product Certificate — PC #

The Product Certificate comes first.

SON says it is used to support the opening of:

Form M.

The PC is issued to the exporter, because the exporter's details appear on it.

Depending on the supplier's status, it can be:

PC1 — Unregistered

PC2 — Registered

or:

PC3 — Licensed.

2. SONCAP Certificate — SC #

The SONCAP Certificate comes later.

SON says the SC is used for:

PAAR

and Nigerian Customs clearance.

It is issued to the importer, whose details appear on the certificate.

So remember:

PC → Form M

SC → PAAR / clearance.

That is the cleanest way to understand the system.

PC1: for a one-off or unregistered exporter #

PC1 is the:

Unregistered Status

route.

SON's current FAQ says it is:

valid for six months

and:

single use.

This is often the route when you are using a supplier that does not already maintain registered SONCAP status for repeated Nigerian shipments.

PC2: for a regular supplier #

PC2 is:

Registered Status.

It is valid for:

12 months

and can support multiple qualifying shipments during that validity period.

For a factory shipping regularly to Nigerian buyers, this can make more sense than repeatedly using the one-off route.

PC3: for a licensed manufacturer #

PC3 is:

Licensed Status.

It is also valid for:

12 months

with multiple use under the scheme.

This route involves a higher level of manufacturer assessment and quality-system confidence.

For a serious long-term supplier, ask:

“Are you PC1, PC2 or PC3 for Nigeria?”

That answer tells you far more than:

“Yes, we have certificates.”

What are the official SONCAP fees? #

SON's current FAQ still publishes:

PC1 — Unregistered: US$500

PC2 — Registered: US$1,000

PC3 — Licensed: US$2,000

New Product: US$350

Certificate amendment: US$100

Non-Conformity Report: US$350.

The SONCAP Certificate itself is currently published at:

US$350 per certificate.

These are SON's published scheme fees.

The published fee may not be your entire compliance cost #

Do not assume:

PC1 = exactly US$500 and nothing else.

Testing, laboratory work, inspection travel or additional models can affect the practical cost depending on:

product

supplier

test reports already available

and:

assessment required.

SON also publishes additional charges for models added under the same test report.

So ask the accredited firm for a written quotation for your exact product.

How long does SONCAP take? #

SON currently states that Product Certificates and SONCAP Certificates are generated within around:

96 hours

when documentation and conformity requirements are in order.

It says processing can sometimes be completed within:

24 hours

where qualifying documents and test reports have been properly submitted and the product complies.

Do not interpret that as:

“SONCAP always takes one day.”

If testing is required, the real timeline starts earlier.

The testing should happen before you are ready to ship #

This is why the question belongs at:

supplier-selection stage.

Not:

container-loading stage.

For a new product, the sequence may include:

documentation review

sample testing

factory inspection

or:

production-system assessment

depending on the route.

Build that time into production.

Who performs SONCAP in China? #

SON works through:

Independent Accredited Firms — IAFs

that conduct offshore conformity assessment and certification.

The current SON list names eight:

  1. Africa Standards and Certifications
  2. Alberk QA Technic
  3. Bureau Veritas
  4. China Certification and Inspection Group — CCIC
  5. China Hanson Inspection and Certification Co. Ltd
  6. China Standards Inspection Co. Ltd
  7. Cotecna Verification Services Nigeria Ltd
  8. Intersip Quality Solutions Ltd.

That is the current official list.

Do not rely on old SGS or Intertek lists #

Older articles frequently name:

SGS

or:

Intertek

as SONCAP IAFs.

SON's current published IAF list does not include them.

So do not send money because:

“This blog says SGS issues Nigerian SONCAP.”

Check SON's current accredited-firm list first.

The list can change.

Who should arrange the certification? #

Because the physical goods and manufacturer are in China, the exporter normally works directly with the chosen IAF on:

test reports

product assessment

inspection

and:

certification documents.

But you, the Nigerian importer, should control the requirement.

Do not simply say:

“Supplier will handle everything.”

Ask for:

IAF name

certificate route

certificate number

and:

copies.

Then confirm them in the official system.

A supplier saying “we have CE” is not enough #

CE may be useful technical evidence for some products.

But:

CE ≠ SONCAP.

Likewise:

ISO certificate ≠ SONCAP.

Chinese domestic certificate ≠ SONCAP.

The product still has to pass the Nigerian conformity route where SONCAP applies.

The supplier's existing reports may make the process easier.

They do not automatically replace it.

What changed on 27 March 2026? #

This is the biggest process change.

SON moved key SONCAP and Import Permit functions into Nigeria's:

National Single Window — NSW

from:

27 March 2026.

But the exact change needs to be stated carefully.

Offshore certificate issuance still continues through the SON process #

SON says that for importers using the accredited offshore firms:

the IAFs continue generating the Product and Shipment/SONCAP certificates through the SON system.

What changed is the Nigerian activation layer.

The certificates must now be activated through:

National Single Window

for use with:

Form M

PAAR

and:

cargo clearance.

So the 2026 process is not:

“everything moved away from SON.”

It is:

IAF certification continues → NSW activation becomes mandatory.

What now runs through National Single Window? #

SON's March 2026 public notice says the NSW handles:

Import Permit applications

and:

SONCAP Default applications.

For certificates generated by IAFs, NSW is used for their activation against:

Form M

PAAR

and:

clearance.

That distinction matters.

The software now enforces more of the sequence #

For a compliant shipment, think:

1. HS code checked

2. IAF selected

3. Product Certificate processed

4. PC activated through the NSW

5. Form M opened

6. Goods produced/inspected

7. shipment conformity certification completed

8. SONCAP Certificate activated

9. PAAR processed

10. cargo cleared

The digital systems now make it much harder to pretend step three exists after step five.

Use Form M for Nigeria imports for the full sequence.

What is a SONCAP Import Permit? #

An Import Permit is not a shortcut for traders who do not want to certify their goods.

SON says the Import Permit exists for specific categories that can be exempted from normal offshore SONCAP certification.

These include certain:

Goods for resale do not belong on the Import Permit route #

SON states this directly:

commercial items intended for subsequent sale and distribution should use the SONCAP Product Certification route.

So:

container of chargers for your shop

is not:

“personal use.”

Neither is:

container of tiles

cartons of lighting

or:

consumer appliances for resale.

Trying to turn a commercial import into an own-use declaration creates a different problem.

Bona fide manufacturers have a different route #

A Nigerian manufacturer importing:

production machinery

raw materials

or:

packaging

for its own manufacturing operation may qualify for the Import Permit route.

SON evaluates:

the importer

documents

use of the goods

and:

the permit application

before approval.

That is different from a trading company importing finished products for resale.

What happens if the container leaves China without SONCAP? #

SON's answer is direct:

normal SONCAP certification cannot simply be processed after the regulated shipment has left the country of origin.

The shipment becomes subject to:

SONCAP Default.

The published default charge is:

20% of CIF

or:

₦2 million

whichever is higher.

The default charge is not the whole loss #

A non-compliant shipment can also face:

detention

testing

additional conformity checks

and:

possible destruction

at the importer's cost if the goods fail the applicable requirements.

Meanwhile:

shipping-line detention

terminal storage

agent charges

and:

capital tied up in the cargo

continue.

That is why the certificate that looked expensive in China becomes the cheap part once the container reaches Lagos without it.

One SONCAP Certificate does not clear every shipment #

SON says a SONCAP Certificate is:

limited to one PAAR consignment

and is issued to one entity.

Do not confuse:

PC2/PC3 being reusable during their validity

with:

one SC clearing unlimited containers.

Each consignment needs the appropriate shipment-level conformity process.

Your TIN also matters #

SON says processing SONCAP and Import Permit documentation requires a valid:

Tax Identification Number

registered for trade in the Nigerian trade system.

So the Nigerian side should already be organised before the China supplier reaches loading stage.

Use TIN number for import in Nigeria.

Ask these six questions before paying the supplier #

For any potentially SON-regulated product:

1. What is the HS code?

Do not accept:

“electrical goods.”

Get the code.

2. Is the product SONCAP regulated?

Check.

3. Which IAF will certify it?

Get the company name.

4. Does the exporter already hold PC1, PC2 or PC3?

Ask for evidence.

5. What tests already exist?

Get the reports.

6. Is certification included in the supplier price or charged separately?

Put the answer on the proforma invoice or cost sheet.

That conversation takes ten minutes.

It can save a container.

If the supplier says “never heard of SONCAP” #

That does not automatically mean the supplier is bad.

They may simply never have exported to Nigeria.

But now you know:

you are setting up the Nigerian certification route from zero.

That affects:

time

testing

and:

cost.

Do not compare that supplier's price with another supplier already holding the appropriate registered status without adjusting the numbers.

Put SONCAP into landed cost #

Do not calculate:

supplier price + freight + duty

and then remember certification later.

Your landed-cost sheet should include:

PC/SC costs attributable to the order

testing

inspection

and:

any required compliance charges.

Use landed cost from China to Nigeria.

A simple SONCAP sequence for a China order #

BEFORE DEPOSIT #

✓ Get HS code

✓ Check whether SONCAP applies

✓ Confirm IAF

✓ Check supplier's PC status

BEFORE FORM M #

✓ Product Certificate ready

✓ PC activated through National Single Window

BEFORE SHIPMENT #

✓ Testing/inspection completed

✓ Product conforms

✓ Shipment certification processed

BEFORE PAAR #

✓ SONCAP Certificate ready

✓ SC activated through National Single Window

BEFORE ARRIVAL #

✓ Clearing agent has all certificate details

That is the process.

The short answer #

SONCAP is an offshore, pre-shipment conformity scheme.

If your goods are regulated, do not ship first and sort the certificate out later.

The document chain is:

Product Certificate → Form M

then:

SONCAP Certificate → PAAR / Customs clearance.

Current official fees published by SON remain:

PC1: US$500

PC2: US$1,000

PC3: US$2,000

SONCAP Certificate: US$350.

PC1 is single-use with six-month validity.

PC2 and PC3 are valid for 12 months with multiple use.

From 27 March 2026, the certificates generated through SON's offshore IAF process must be activated through the National Single Window for Form M, PAAR and clearance, while Import Permit and SONCAP Default applications also moved into the NSW framework.

And if a regulated shipment leaves China without the required SONCAP process, SON currently publishes a default charge of:

20% of CIF or ₦2 million, whichever is higher.

The cheapest time to solve SONCAP is:

before you order.

For regulated building products, continue with building materials from China.

For the banking sequence, use Form M guide.

And for food, drugs and other NAFDAC-regulated products, use NAFDAC registration for imported products.
