NAFDAC registration for imported products: 2026 guide

NAFDAC registration for imported products in 2026: what needs approval, documents, timeline, labels, import clearance and what small traders must know.

Cosmetic or food products on a shelf with a NAFDAC registration number visible on the label, or a NAFDAC officer inspecting cartons at a port

If you want to import skincare, food, supplements or another regulated product into Nigeria, NAFDAC registration for imported products starts before the commercial shipment leaves China.

This is the difference between buying something in Guangzhou and legally putting it on a shelf in Lagos, Abuja, Port Harcourt or Kano.

Nigeria's food and drug laws prohibit the commercial importation and sale of unregistered regulated products, and NAFDAC has separate registration systems for food, cosmetics, medicines, medical devices, supplements and several other categories.

The important word is product.

Registering your company with CAC does not automatically register the cream, drink or supplement you want to import.

Each product goes through its own applicable NAFDAC process.

Which imported products need NAFDAC registration? #

The main categories include:

NAFDAC currently publishes separate imported-product registration guidelines for food, cosmetics, drugs, medical devices, supplements and pesticides.

Do not assume two products follow the same route simply because they are sold in the same shop.

A facial serum and an electric facial-cleansing brush are not automatically regulated in the same way.

Which beauty products need NAFDAC? #

For a Nigerian beauty importer, this is one of the most important distinctions.

Cosmetics are regulated.

That includes products such as:

NAFDAC's cosmetics regulations state that cosmetics manufactured, imported, advertised, sold or distributed in Nigeria must be registered.

But a wig is not automatically the same thing as a bottle of shampoo.

Ordinary human-hair bundles, wigs and extensions are physical hair articles rather than cosmetic preparations under the cosmetics definition we could verify.

So if you import:

10 cartons of wigs

and

10 cartons of shampoo, hair oil and wig glue

the regulatory treatment may not be identical.

Our human hair from China to Nigeria guide explains that distinction.

For electrical beauty equipment and other SON-regulated products, read the SONCAP guide.

What about chemicals? #

Do not use one rule for every chemical.

NAFDAC operates separate systems for laboratory and industrial chemicals, restricted chemicals, pesticides, agrochemicals and other controlled substances.

For example, industrial and laboratory chemical import permits are processed separately and require company documentation, the chemical names and quantities, HS codes, Material Safety Data Sheets and other supporting documents.

So the right question is not:

Does NAFDAC regulate chemicals?

It is:

Which NAFDAC process applies to this exact chemical?

How does NAFDAC registration work? #

For products such as imported cosmetics, the application is submitted through NAFDAC's Automated Product Administration and Monitoring System — NAPAMS.

The applicant creates a company account and submits a separate registration application for each product.

A typical imported-product process involves:

  1. Company registration and NAFDAC account setup.
  2. Product application.
  3. Submission of manufacturer and product documents.
  4. Review of the application.
  5. Controlled importation of registration samples where required.
  6. Laboratory analysis.
  7. Overseas factory/GMP assessment where applicable.
  8. Response to NAFDAC compliance queries.
  9. Final regulatory review.
  10. Issuance of the registration number and certificate if approved.

The exact route depends on whether the product is food, cosmetic, drug, medical device or another regulated category.

What documents does the Chinese manufacturer need to provide? #

This is where many China sourcing deals become difficult.

A supplier can manufacture an excellent cream and still be a poor supplier for the Nigerian market if it cannot provide the documents NAFDAC needs.

For imported cosmetics, current NAFDAC requirements include documents such as:

The Power of Attorney must authorise the Nigerian applicant to represent the manufacturer for the products being registered. NAFDAC's current cosmetics guideline says it should identify the products and authority to register them, be notarised in the country of manufacture and generally be valid for at least five years.

Imported food has similar manufacturer-document requirements.

NAFDAC's updated 2026 food guideline requires a foreign manufacturer's Nigerian representative to provide a Power of Attorney or qualifying manufacturing agreement, alongside the other registration documents.

So discuss NAFDAC before paying the factory deposit.

Do not discover after production that the supplier refuses to sign the Power of Attorney.

Does the Nigerian importer have to be a company? #

For normal imported-product registration, expect to operate through a properly documented Nigerian business.

NAPAMS asks companies for information including their TIN, company name, RC number, address and representative details.

Imported-product guidelines also commonly require evidence of incorporation with Nigeria's Corporate Affairs Commission.

That is one reason a serious cosmetics-import business should be structured before placing the first major production order.

How long does NAFDAC registration take in 2026? #

Do not plan around 30 days.

Current NAFDAC guidance for imported food gives a target timeline of 120 working days from acceptance of the submission to issuance of the registration number.

The clock can stop when NAFDAC issues a compliance query and waits for the applicant to respond.

NAFDAC's cosmetics guidance also uses a roughly 120-working-day registration timeline.

That means you should think in months, not weeks.

And 120 working days is not 120 calendar days.

Weekends, public holidays and time spent answering compliance questions extend the real calendar.

If you want to launch a Nigerian skincare brand in March, starting the NAFDAC work in February is not realistic.

Start much earlier.

How much does NAFDAC registration cost? #

There is no honest single answer such as:

“NAFDAC registration is ₦50,000.”

Fees depend on:

NAFDAC's current digital service portal now includes an official Cost Estimator for registration fees, laboratory costs and renewal charges.

Use the current NAFDAC tariff or generated payment advice for the product you are registering.

Do not build a 2026 business plan from a five-year-old blog quoting one registration fee.

Also budget separately for things such as:

The NAFDAC fee is only one piece of the cost.

Can you import the product while registration is still pending? #

Not as a normal commercial shipment for sale.

Registration samples follow controlled procedures.

The purpose of those samples is testing and assessment—not stocking your Nigerian warehouse before approval.

For imported food, NAFDAC's process specifically includes an import-permit stage for samples after satisfactory documentation.

So do not tell the Chinese factory:

Produce 5,000 units now. We will finish NAFDAC before the container arrives.

That creates unnecessary risk.

Complete the regulatory route first.

Can another company import a product somebody else registered? #

Yes, but not simply because the product already has a NAFDAC number.

NAFDAC has a formal Letter of Non-Objection process that allows the holder of a NAFDAC registration to authorise another company to import the registered product.

That means if Company A registered a shampoo brand, Company B should not simply buy the same genuine shampoo in Guangzhou and import it commercially because the bottle already carries a NAFDAC number.

Company B needs the appropriate authorisation.

This matters particularly with international brands.

A genuine product can still be improperly imported.

What happens after your product is registered? #

Registration is not the end of the import process.

The commercial shipment still needs the Nigerian import documentation and NAFDAC clearance applicable to the category.

For example, NAFDAC's cosmetics and medical-device clearance guidance calls for documents such as:

That is why registration and Customs clearance should not be treated as the same thing.

Registration allows the product into the regulatory system.

Your shipment still has to clear.

What changed with the National Single Window in 2026? #

Nigeria's National Single Window went live on 27 March 2026.

Its first phase included applications for import licences, permits and certificates involving agencies including NAFDAC and SON.

By May 2026, the platform had already processed tens of thousands of licence, permit and certificate applications, including thousands connected to NAFDAC.

The distinction is important:

Product registration continues through NAFDAC's product-registration system such as NAPAMS.

Trade licences, permits and related import processes are increasingly integrated through the National Single Window.

Do not follow an old tutorial blindly if the current NAFDAC portal sends you somewhere different.

Use the route shown in the current application system.

What happens when the container reaches Nigeria? #

NAFDAC-regulated consignments can be inspected at the port.

Depending on the product and clearance route, officers may review the documents, physically examine the consignment and draw samples for laboratory analysis.

For regulated food, NAFDAC's port guideline says samples drawn during examination are forwarded to the relevant NAFDAC laboratory.

Certain consignments may be released to an approved warehouse under undertaking while results are pending.

That does not necessarily mean you can sell the products immediately.

For imported food, the clearance guideline requires an undertaking that the product will not be sold or distributed until NAFDAC gives a satisfactory pronouncement.

Factor that into your inventory planning.

A container arriving at Apapa is not automatically stock you can sell tomorrow.

How much does NAFDAC clearance cost at the port? #

Use the current NAFDAC assessment generated for your shipment.

Older NAFDAC port guidelines contain fixed inspection and laboratory figures, but some of those documents also contain tax rates that no longer reflect the current VAT environment.

So I would not publish those old figures as a 2026 promise.

The current NAFDAC digital system provides tariff information and electronic cost assessment, and fees depend on the product type, number of products, testing requirements and consignment.

Ask for the actual assessment before calculating your landed cost.

Labelling is where a good product can still fail #

Do not let the Chinese factory print 10,000 boxes before you have approved the Nigerian artwork.

NAFDAC label requirements differ by product category.

For cosmetics, required information includes items such as:

The information must be clear and compliant on the applicable inner and outer packaging.

Food has additional requirements including ingredient information and, where applicable, allergen declarations, as well as manufacturer/importer details and country of origin.

Do not use one generic “NAFDAC label checklist” for everything.

A serum, cereal and medical device do not have identical labelling rules.

Does the label have to be in English? #

The required information must be understandable to the Nigerian market.

Imported food labelled only in a foreign language will not meet the normal requirements without the necessary English information.

For regulated products from China, this means the manufacturer's original Chinese-market packaging often needs to be redesigned for Nigeria.

That is something to settle before production.

Ask the factory for the packaging artwork.

Have the Nigerian version checked.

Approve a digital proof.

Then ask for photographs of the final printed sample before mass production.

Changing 20,000 cartons in Lagos costs much more than changing one PDF in Guangzhou.

Registration does not automatically give you permission to advertise #

This catches new brand owners.

A NAFDAC registration certificate is not necessarily the same thing as an advertising approval.

NAFDAC's current food registration guidance states that registration does not automatically confer an advertising permit and that advertising approval must be handled separately where required.

So do not assume receiving your NAFDAC number means every health claim you want to put on Instagram is automatically legal.

Your marketing claims matter too.

Can a small trader just import a few pieces? #

Do not treat small quantity as a general exemption from the regulatory rules.

Sending twelve cartons instead of a container does not transform a commercial cosmetic into an unregulated product.

There are specific arrangements for things such as registration samples, personal-use situations and other special schemes.

Those are not the same as:

“It is mini importation, so NAFDAC does not apply.”

If you are importing products commercially for resale, find out the regulatory route before you buy them.

Our mini importation legality guide explains why parcel size does not replace compliance.

What should a beginner cosmetics importer do? #

Suppose you want to launch five products:

Do not order all five immediately.

Separate them first.

The wigs may follow the ordinary import route rather than cosmetic registration.

The serum, lotion, shampoo and oil are the products that need the NAFDAC conversation.

Then ask the Chinese manufacturer:

Can you provide a notarised Power of Attorney?

Can you provide a Certificate of Manufacture and Free Sale?

Do you have the product formula and Certificate of Analysis?

Will you cooperate with NAFDAC documentation and any required factory assessment?

Can you print Nigeria-compliant packaging after approval?

If the supplier says no, their cheap price is irrelevant.

Find another factory.

What should you do before paying the Chinese supplier? #

For a NAFDAC-regulated product:

  1. Identify the exact product category.
  2. Confirm that the product is legally importable.
  3. Register your Nigerian company properly.
  4. Check the current NAFDAC guideline.
  5. Confirm the manufacturer will provide the required documents.
  6. Obtain the Power of Attorney or applicable agreement.
  7. Prepare the product and trademark documentation.
  8. Start the NAFDAC registration.
  9. Import registration samples through the approved route where required.
  10. Complete testing, review and compliance responses.
  11. Finalise the Nigerian label.
  12. Obtain registration before placing the commercial import order.
  13. Complete Form M and the shipment's regulatory permits.
  14. Inspect the goods in China before they leave.
  15. Clear the shipment through NAFDAC and Customs.

That sequence is slower than “buy on 1688 and ship”.

It is also how you build a regulated product business that can keep importing for years.

How ChinaBridge can help #

For clients developing products in China, ChinaBridge Global can handle the China side of the NAFDAC process.

That can include:

NAFDAC approval itself remains NAFDAC's decision.

ChinaBridge cannot issue or guarantee a registration number.

But choosing a Chinese factory that understands the documents from the beginning can remove one of the biggest causes of delay.

If you are considering a cream, serum, supplement, food or other regulated product from China, send ChinaBridge the product name, brand status and supplier details before placing the order.

The first question should not be:

How much is shipping?

It should be:

Can this product and this factory complete the Nigerian regulatory process?

For the other side of the import process, continue with Form M for Nigerian importers, which certificate your product needs and landed cost from China to Nigeria.
