Phytosanitary Certificate in Nigeria: Export Guide

A phytosanitary certificate in Nigeria helps establish that a plant or plant-product consignment meets the importing country's plant-health requirements. The Nigeria Agricultural Quarantine Service, NAQS, handles the relevant official inspection and certification.

For a produce exporter, the practical task starts before loading: identify the exact goods, confirm the destination requirements and arrange access for inspection. Paying someone for a document is not a substitute for that process.

This guide reflects official information checked on 27 October 2026, including NAQS guidance and the International Plant Protection Convention's ePhyto information.

What does the certificate actually confirm? #

It concerns the plant-health requirements applicable to the consignment. Those requirements depend on what you are sending and where it is going.

NAQS describes inspection, any necessary or mandatory treatment, and certification as part of its plant-export functions. The checks may involve the goods, production location or storage facility, depending on the case.

The certificate does not establish every other condition of the sale. Your buyer may separately require specifications for grade, moisture, cleanliness, packing or laboratory results.

Use the export-documents guide to plan the rest of the paperwork. A plant-health certificate is one part of preparing an export shipment.

What should you confirm before applying? #

Give NAQS a precise description. Raw nuts, shelled kernels, seeds for planting and processed food can present different questions; do not rely only on the crop's everyday name.

Confirm these points with the responsible authorities and buyer:

Ask the buyer for the official import conditions or permit, where applicable. A buyer saying send it does not replace confirmation of the applicable requirements.

For China, begin with the Nigeria-to-China export process. Check the separate Chinese food-facility registration requirements where they apply. A phytosanitary certificate does not itself complete another registration.

How do you apply through NAQS? #

Start from the official NAQS plant-quarantine page and its current service links. Contact the office responsible for your goods' location and proposed exit point to confirm the submission route.

NAQS links to an ePhyto application system. Its published guidance also describes requesting inspection and presenting the consignment. Confirm how those steps apply to your shipment rather than relying on an old screenshot or an intermediary's checklist.

Prepare a shipment information pack containing:

Keep your NEPC exporter registration available for a commercial export. NAQS's published SOP includes exporter-registration information among the application details.

A practical sequence is:

  1. Confirm the destination conditions and application route.
  2. Submit the requested shipment information and inspection request.
  3. Make the goods or relevant facility accessible as instructed.
  4. Complete any required treatment, tests or corrective action.
  5. Obtain and check the official certificate once NAQS approves issuance.

Coordinate packing and loading with the inspection team. Do not seal everything and assume the inspector can certify inaccessible goods from a seller's photographs.

How much does a phytosanitary certificate in Nigeria cost? #

Request an official assessment for your commodity and shipment. Separate NAQS charges from laboratory work, treatment, transport and any private agent's service fee.

NAQS publishes a user-fee section and states that approved user fees apply to its services. This does not establish one total price for every export.

Ask for the applicable services, calculation basis, payment instructions and receipt. If an agent gives you one figure, request a breakdown showing the official charges and the agent's own work.

Also ask when to present the goods. NAQS's FAQ says relevant agricultural exports must be declared at least 24 hours before departure. That is a notice requirement, not a promise that all inspection, testing and certification will finish within 24 hours.

Arrange the work early enough to address any findings before your booked departure. Confirm the timeline for the actual product and destination.

What should you check before the shipment leaves? #

Compare the certificate details with the actual consignment and the documents your buyer will receive.

Check the exporter and consignee identities, destination, product description, package count, quantity, identifying marks and any recorded treatment or additional declaration relevant to the shipment.

For a fictional example, 200 bags containing 25 kg net each total 5,000 kg. If the final shipment contains 180 such bags, it totals 4,500 kg. That change needs attention before you dispatch documents describing the original quantity.

Ask NAQS how to handle changes to an issued certificate. Do not edit the PDF yourself or assume an agent can change an official record without authorisation.

Keep the inspected goods identifiable. Ask for instructions if the lot is substituted, repacked, mixed with other goods or delayed after inspection.

Share the final documents with the buyer's receiving team before departure. Ask them to check the information against the import requirements and explain how they will confirm receipt of any electronic certificate.

Can you use ePhyto for exports to China? #

The IPPC defines ePhyto as an electronic phytosanitary certificate in XML format. Its system supports certificate exchange between national plant-protection organisations. A scanned paper certificate sent by email is not, by itself, that electronic exchange.

NAQS provides an ePhyto application link, but confirm the arrangement for your specific destination and shipment. Ask whether electronic transmission is supported for the route and whether any paper document is also required.

Retain the issued reference and ask NAQS how the buyer or importing authority should verify it. A screenshot of an application is not proof that the final certificate has been issued or transmitted.

For sesame exports to China or cashew exports to China, verify the current requirements for the exact product form. The availability of a Nigerian electronic service does not establish Chinese market access for every crop.

What do Nigerian exporters ask most? #

Is this the same as an NEPC exporter certificate? #

No. Exporter registration and plant-health certification serve different purposes. Keep the business-registration work separate from the consignment's inspection and certificate.

Is a fumigation certificate enough? #

Treatment evidence and official phytosanitary certification serve different purposes. Ask NAQS what the destination requires and how any treatment must be recorded.

Does every plant export need fumigation? #

NAQS describes treatment as necessary or mandatory depending on the case. Confirm the required measure rather than assuming the same treatment suits every product and destination.

What if I am sending only a small sample? #

Give NAQS the product, quantity, intended use and destination. Confirm the requirements before dispatch; a small parcel does not by itself establish an exemption.

Can I reuse the certificate for my next shipment? #

The certificate relates to the identified consignment. Arrange the appropriate certification for the next shipment rather than reusing another shipment's document.

Does certification guarantee the buyer will accept the goods? #

It does not establish compliance with every commercial specification or payment condition. Agree those requirements and retain evidence separately.

What if the buyer changes the destination after issuance? #

Contact NAQS before dispatch. The destination conditions may differ, so ask whether reassessment or an officially corrected or replacement record is needed.

Before arranging a phytosanitary certificate in Nigeria, confirm the product, destination and inspection plan. ChinaBridge Global can help coordinate trade enquiries and document planning; agree the scope and fees before commissioning support.
