Export cashew nuts to China from Nigeria: the 2026 opening

China opened cashew access to all African countries with diplomatic ties from 9 June 2026. What a Nigerian cashew exporter needs to use it properly.

To export cashew to China you no longer need a Nigeria specific protocol, and that changed on 9 June 2026. Before that date, only three African countries had quarantine access for cashews into China. Now every African country with diplomatic relations with China has it, under one unified standard. For a Nigerian cashew exporter this is the clearest opening in the whole China trade, and this page is what it takes to use it.

What changed, exactly #

On 16 June 2026 the Chinese government announced that the General Administration of Customs of China had extended quarantine access for cashew nuts to all African countries maintaining diplomatic relations with China, under a single unified standard, with effect from 9 June 2026. Previously access was limited to Guinea Bissau, Mozambique and Gambia.

Two things follow. First, Nigerian cashew has a route into China that does not depend on a separate bilateral negotiation. Second, so does every other African producer, so the advantage is availability rather than exclusivity. You are competing on quality, price and reliability, not on access.

On top of that sits the tariff. Nigeria has been inside China's zero tariff arrangement since 1 May 2026, running to 30 April 2028, per China's Ministry of Finance. Our zero tariff page explains the limits of that.

Raw nuts or kernels? #

This is the commercial decision, and it is worth thinking about before the regulatory one.

Raw cashew nuts are the shell on crop as it comes off the farm. Nigeria exports a great deal of it, largely to Asia, where it is processed. The trade is simpler, the margins are thinner, and you are a commodity supplier.

Cashew kernels are the processed, shelled, graded product. Processing in Nigeria captures the value that currently leaves the country, and it changes what you are selling: a graded food product with a specification, not a farm output.

Kernels bring more regulation with them, because processed food attracts the facility registration requirements described below in full force. That is a cost, and it is also a barrier to your competitors.

Getting the facility registered #

Chinese rules require overseas food manufacturers, processors and storage facilities to be registered with Chinese customs before exporting food to China. For Nigeria, the Nigerian Export Promotion Council was appointed the competent authority for this in November 2022 and had registered 67 companies across seven product categories by April 2024.

Registration goes through the Chinese CIFER system, in some categories submitted by the competent authority and in others by the manufacturer. The framework changed recently: the rules known as Decree 248 are being replaced by Order No. 280, promulgated 14 October 2025 and effective 1 June 2026, with existing registrations carried over until they expire.

Start with NEPC. Our GACC registration page explains the route.

Quality, which is what actually gets containers rejected #

Cashew is graded on outturn, meaning how much good kernel you get from a tonne of raw nuts, on moisture, on nut count per kilogram, and on defects. Buyers specify all of these and inspect against them.

China applies mycotoxin limits under its national standard GB 2761. We could not confirm the specific numeric limit for cashew against a primary source and we are not going to invent one. Before you buy a crop for the Chinese market, have it tested by a laboratory that tests to Chinese standards, and get the limits from them in writing.

What is not in doubt is the direction of risk. Nigeria's agricultural exports fell 31.2 percent in the first quarter of 2026 amid port delays and pesticide related rejections in export markets, per Vanguard of 21 July 2026. A rejected container is a total loss plus the freight both ways.

Three practical defences: buy from farms and aggregators you can trace, dry and store properly because moisture is where the trouble starts, and pay for a pre shipment inspection so the problem is found in Nigeria rather than in China.

The paperwork #

Per the NEPC's export documents guidance:

Our documents page goes through each one.

Terms, and getting paid #

For a first shipment to a buyer you have not traded with, the trade standard is an irrevocable letter of credit, ideally confirmed by a Nigerian bank, and FOB rather than CIF so the buyer's forwarder handles the sea leg and you are not carrying freight risk on a product whose price moves.

And the deadline nobody warns you about: non oil export proceeds must reach your domiciliary account within 180 days of the bill of lading date, and since January 2025 the Central Bank has stopped banks granting extensions. Our getting paid page covers the instruments and the traps.

Where to find the buyers #

Cashew buying in China runs through importers and food trading houses rather than a single state body we could identify. The routes that put you in front of them are the China Africa Economic and Trade Expo in Changsha, the China International Import Expo in Shanghai, and the Canton Fair's international pavilion, where foreign companies exhibit rather than buy. Our finding buyers page has the dates and how to check a company before you ship to it.

To export cashew to China is, in 2026, the one Nigerian agricultural plan where the door is demonstrably open. The work now is being the supplier who is still there in 2028.
