Chinese Buyer Registration Fee: Guide for Nigerians

A Chinese buyer registration fee request needs checking before you send money. An impressive purchase order, company stamp or promise to refund the fee from the first shipment does not establish that the payment is necessary.

For Nigerian exporters, the practical task is to identify the buyer, understand the claimed requirement and verify who will receive the money. Genuine export expenses need clear explanations too.

What should you ask about a Chinese buyer registration fee? #

Pause the payment and request a written explanation covering:

Ask whether this is a government charge, the buyer’s onboarding condition or an adviser’s service fee. Those descriptions require different checks.

Canada’s Trade Commissioner Service describes a scam pattern involving a large Chinese purchase order, pressure to sign quickly and a demand to travel and share notarisation fees.

For a Nigerian exporter, that warning supports taking time to verify the request before paying or arranging travel. Do not let the size of a promised order replace those checks.

How do you check the buyer and the person contacting you? #

Request the company’s exact registered Chinese name, Unified Social Credit Code, business licence and the contact person’s role.

Compare the information with official registration records. China’s market regulator identifies company names, credit codes and registration numbers as search identifiers for its enterprise-information system. Obtain help with Chinese records where needed.

Registration is one part of the assessment. Independently establish that the person contacting you represents the company and that the company recognises the proposed order.

Use contact details obtained independently of the fee request. Call the company through that channel and confirm the person, order and invoice.

The FBI’s vendor-fraud guidance documents impersonation of genuine businesses and recommends independent contact checks. A real company’s documents can therefore be insufficient evidence of the sender’s authority.

Our guide to finding Chinese buyers covers sourcing enquiries. Keep a separate record of the checks completed for this particular transaction.

Share only the business information needed for a defined check. Ask why a document is required and who will receive it before sending sensitive records. Keep passwords, one-time codes and bank access details private.

Which costs could be genuine export expenses? #

Exporting can involve registration, inspection, testing, documentation, banking and logistics costs. Establish the actual requirement, provider and payment route for each item.

For example, NEPC publishes an official exporter-registration process and charges. Verify the current application and payment instructions through NEPC, rather than paying an unfamiliar buyer’s invoice labelled “Nigeria exporter registration”.

Our NEPC registration guide explains the preparation.

For covered overseas food-manufacturer and primary edible agricultural-product registration or filing, Chinese government guidance says GACC does not charge registration fees. A private adviser’s assistance charge should be identified separately as its service fee.

Confirm the process applicable to the actual product and facility. Our GACC guide provides the wider context; consult current official instructions before applying.

Use our export-document checklist to organise the paperwork. An official-looking invoice or receipt still needs independent confirmation when its authenticity is uncertain.

Do notarisation or bank-release claims prove the deal? #

The EU SME Centre reports cases involving buyers requesting notary or administrative fees, including a case where the recipient disappeared after payment. Its guidance says ordinary sales and purchase contracts do not generally require mandatory notarisation.

Ask anyone claiming a requirement to identify its basis and the professional or institution providing the service. Have an appropriate lawyer review a contract-specific claim before you agree to it.

For a supposed bank-release, currency-conversion or remittance-activation fee, ask your own bank’s trade desk to assess the explanation. Do not rely solely on a screenshot or contact introduced by the requester.

Keep payment arrangements in the export contract. Our guide to getting paid by a Chinese buyer introduces the options to discuss with your bank.

How can you reply without paying first? #

Keep the reply factual and request information that can be independently checked.

You can write:

Please provide your registered Chinese company name, credit code, fee invoice and the requirement supporting this payment. Identify the service provider, payment beneficiary and deliverable. We will verify these independently before deciding whether to proceed.

Record the response against the order reference. Ask for clarification if the invoice, contracting company and bank beneficiary differ. A difference requires investigation; it does not establish fraud by itself.

Stop and reassess if the answer becomes another unexplained fee, a new recipient or pressure to pay immediately. An earlier payment does not validate the next demand.

Check proposed refunds or deductions in the actual agreement. A promise to deduct the fee from a future order leaves you relying on that future transaction happening.

Before committing to stock or shipment, review the wider steps for exporting from Nigeria to China.

What if you have already paid or shared information? #

Contact your bank or payment provider promptly. Ask what tracing, recall or fraud-reporting options are available for the payment method used. Keep the transaction reference and beneficiary information ready.

Preserve the original messages, invoices, website addresses, payment evidence and order documents. Write a dated account of what happened and which promises influenced the payment.

If you disclosed passwords or account-access information, secure the affected accounts and enable multi-factor authentication. The FBI recommends independent verification of payment changes and prompt contact with the financial institution after suspected payment fraud.

Use published channels for the appropriate Nigerian law-enforcement agency, such as the EFCC or Nigeria Police National Cybercrime Centre. Obtain legal advice where a commercial dispute or cross-border recovery needs assessment.

Do not send another unexplained payment to “unlock” the first transfer. Keep recovery discussions with verified institutions and advisers. A report or recall request does not guarantee recovery.

What else do Nigerian exporters ask? #

Is every fee requested during an export deal fraudulent? #

No. Verify the requirement, service provider, recipient and terms. Describe the expense accurately before deciding whether to pay.

Does a company stamp prove the buyer is genuine? #

Check the company and the sender independently. A stamp or document image alone does not establish authority to place the order.

Does free GACC registration mean exporting food is free? #

No. Other applicable preparation, professional, inspection, banking and logistics expenses need their own quotations and checks.

Should I pay because the buyer promises a refund? #

Verify the underlying fee first. Review the refund conditions and consider what happens if the order never proceeds.

Can a buyer insist that I visit China to sign? #

Assess the reason, contract and counterpart independently before booking travel. A visit does not replace verification of the fee demand.

Will NEPC guarantee that the buyer pays me? #

Do not treat exporter registration as a payment guarantee. Evaluate the buyer, contract and payment arrangement separately.

Does paying one fee make later requests acceptable? #

Review each new request on its own evidence. Earlier spending is not a reason to approve another unsupported charge.
