Importing cosmetics from China: the NAFDAC route in full
Importing cosmetics from China means registering with NAFDAC first, and only the registrant may import. The documents, the embassy step, 120 working days.

Importing cosmetics from China to Nigeria is not mainly a shipping problem.
It is a NAFDAC registration problem first.
You can find a skincare factory in Guangzhou, negotiate a good price, pay for production and even have your freight forwarder ready. But if the product is not properly registered for the Nigerian market, the commercial shipment can become a very expensive problem.
NAFDAC's rule is straightforward: a cosmetic product cannot be commercially imported, sold, distributed or advertised in Nigeria unless it has been registered. NAFDAC can permit samples to be imported for registration purposes, but that is different from importing stock for sale.
For a Nigerian importer, that changes the order of the entire business.
The correct sequence is closer to:
choose product → check ingredients → confirm manufacturer can supply NAFDAC documents → register product → obtain approval → import commercial stock
Not:
buy container → ship to Lagos → start asking about NAFDAC.
That second route is where people lose money.
Can you import cosmetics from China without NAFDAC? #
Not for normal commercial sale.
NAFDAC's current imported-cosmetics guideline states that cosmetics may not be manufactured, imported, exported, advertised, sold, distributed or used in Nigeria unless registered. The Agency's port-clearance guideline also requires evidence of valid product registration when clearing imported cosmetics.
There is an important exception during registration.
Once your documentation has passed the relevant screening stage, NAFDAC can issue an import permit for product samples so samples can be submitted for laboratory analysis. That permit is not permission to bring in your commercial quantity and begin selling.
If you are planning to import 5,000 creams, do not mistake permission to bring a few registration samples for permission to ship the 5,000 units.
The first question to ask your Chinese supplier #
Before asking:
“What is your MOQ?”
ask:
“Can you provide the documents required to register this product in Nigeria?”
This one question can save months.
A factory may happily manufacture your face cream but become difficult when you later ask for:
- Certificate of Manufacture and Free Sale
- notarised Power of Attorney
- Certificate of Analysis
- factory information for GMP inspection
- complete ingredient information
- properly compliant artwork
If the manufacturer cannot cooperate with the regulatory process, the cheap quotation is of little value.
For a serious cosmetic import, check the registration documents before paying the factory deposit.
What NAFDAC requires for imported cosmetics #
Applications are processed through NAFDAC's product-registration system, and each product requires a separate application. The current NAFDAC guideline lists the core documentation.
CAC-registered Nigerian company #
You need evidence of business incorporation with the Corporate Affairs Commission.
The foreign manufacturer does not simply register itself and ship products freely into Nigeria. There needs to be a Nigerian applicant/local representative tied to the registration process.
Notarised declaration #
NAFDAC requires its declaration to be completed, signed and notarised by a Notary Public in Nigeria.
Power of Attorney #
Where you are representing a manufacturer outside Nigeria, the manufacturer provides a Power of Attorney authorising the Nigerian applicant to act for it in relation to the product.
This is one of the first documents to discuss with the Chinese manufacturer.
Do not assume every supplier selling cosmetics on Alibaba or 1688 will agree to give you regulatory authority over its brand.
This becomes especially important when you are building your own distribution rights in Nigeria.
Certificate of Manufacture and Free Sale #
This is one of the documents importers often underestimate.
The certificate shows that the manufacturer is authorised to manufacture the product and that the product can legally be sold in its country of manufacture.
For imported cosmetics, NAFDAC requires the relevant document to be authenticated by the Nigerian Embassy or High Commission in the country of manufacture.
For goods manufactured in China, that means the authentication step happens on the China side.
This is not something to remember after production is complete.
Tell the manufacturer early.
Nigerian trademark evidence #
NAFDAC requires evidence relating to the brand/trademark.
This matters especially when you want to import cosmetics under your own brand.
If a Chinese factory is producing:
“GlowQueen Vitamin C Serum”
for you, sort out who actually owns GlowQueen before investing in packaging, cartons and advertising.
A private-label product without clean brand ownership can become a separate commercial problem even before NAFDAC approval.
Product label and artwork #
NAFDAC reviews the packaging information.
Do not print 20,000 finished boxes just because your Chinese graphic designer has completed the artwork.
Get the regulatory requirements right first.
Changing a PDF is cheap.
Changing 20,000 printed cartons is not.
Certificate of Analysis #
The Certificate of Analysis should come from the Quality Control laboratory that tested the product and include relevant technical information, including the brand, batch number, manufacturing and expiry dates, and the analyst's details/signature.
Invitation for GMP inspection #
The foreign manufacturer also provides a letter inviting NAFDAC to inspect the manufacturing facility.
NAFDAC's current guideline asks for the factory's actual location, contact information, the Nigerian local agent's information and the names of products being submitted.
This is another reason to choose the factory carefully.
A supplier that refuses to cooperate with regulatory inspection is not a useful long-term cosmetic supplier for Nigeria.
How long does NAFDAC cosmetics registration take? #
Officially, NAFDAC gives a timeline of 120 working days from acceptance of the submission to issuance of a registration number.
That is roughly six months of working days.
And there is an important sentence immediately after the timeline:
the clock stops when a compliance query is issued.
So 120 working days does not necessarily mean you start today and receive your number exactly 120 working days later.
If something is missing, wrong or needs clarification, the timetable stretches.
NAFDAC also states that failure to respond to its queries within 90 working days can result in the application being closed.
For business planning, think in months rather than weeks.
If you want a skincare brand on shelves for Christmas, beginning the registration process in October is not a serious plan.
Registration needs to be built into the launch calendar.
How long does the NAFDAC registration last? #
A successful imported-cosmetics registration is valid for five years.
NAFDAC also makes clear that simply filing an application or paying the application fee does not mean your product is registered.
That distinction matters.
Do not advertise:
“NAFDAC approved”
because you have submitted an application.
Approval is approval.
Application is application.
And product registration itself does not automatically give you permission to advertise the product. Advertising approval is a separate regulatory issue.
The NAFDAC registration process in practical order #
For a Nigerian importer sourcing cosmetics from China, the process looks roughly like this:
1. Choose the manufacturer carefully
Before paying, confirm that the supplier can support Nigerian registration.
2. Check the formulation
Review the ingredient list before investing money in branding or production.
3. Secure your Nigerian business and brand documents
CAC, trademark and other applicant documentation should not be afterthoughts.
4. Obtain the manufacturer's documents
Power of Attorney, Free Sale documentation, Certificate of Analysis and factory information need coordination with China.
5. Submit the product application
NAFDAC applications are processed through its electronic registration system.
6. Obtain permission for registration samples
After the required document screening, the Agency can issue the relevant sample import permit.
7. Laboratory analysis and GMP process
The product and manufacturing facility go through the applicable regulatory review.
8. Product approval
When documentation, inspection and analysis requirements are satisfactory, the product proceeds through NAFDAC's approval process.
9. Registration certificate
Only after successful approval should you treat the product as registered for commercial import.
10. Commercial import and port clearance
Registration does not remove normal import documentation and port procedures.
The China-to-Nigeria shipment still has to be handled properly.
A NAFDAC number is not something you borrow #
This is a particularly important point for Nigerian traders.
Suppose you find a cream selling at Trade Fair and the carton carries a NAFDAC number.
That does not mean you can go to China, buy that cream yourself and use the number on your own shipment.
Registration is tied to a product, applicant and regulatory record.
NAFDAC's clearance process asks for evidence of valid product registration and other consignment documentation.
If another Nigerian business controls the registration, do not assume that seeing its number on the packaging gives you rights to import under it.
Verify the arrangement.
If you are becoming an authorised distributor or importer for a registered brand, put that authority in writing and confirm what documentation will be needed for your imports.
This is one of those areas where a conversation at the market is not enough.
Check the product before checking the shipping price #
Cosmetics are one category where sourcing should start with the formulation.
Not the carton.
Not the bottle.
Not the Instagram design.
The ingredients.
Nigeria's rules on cosmetics include restrictions aimed particularly at unsafe skin-lightening products.
Under NAFDAC's Cosmetics Products (Prohibition of Bleaching Agents) Regulations, mercury and mercury compounds and corticosteroids are prohibited as listed bleaching agents. The same regulation prohibits cosmetics containing more than 2% hydroquinone alone or 1% hydroquinone in combination with other lightening ingredients.
That is more precise than simply saying:
“Hydroquinone is banned.”
For a Nigerian importer looking at Chinese whitening creams, brightening products, dark-spot treatments and similar skincare, the lesson is simple:
get the complete formula before buying.
Do not rely only on the front label saying:
“Natural whitening.”
“Herbal brightening.”
“7 Days White.”
The ingredient composition is what matters.
Nigerian cosmetic labels: get them right in China #
NAFDAC's cosmetic labelling rules require the information to be clear and in English.
Key information includes the product identity, batch/lot number, net content, expiry date, manufacturer/country details, NAFDAC registration number and storage information.
Ingredients are generally listed in decreasing order of predominance, subject to the detailed rules for low-concentration ingredients and certain cosmetic components.
For an importer, this means the Chinese manufacturer should not print final Nigerian packaging until the artwork has been checked against the Nigerian requirements.
A typical mistake looks like this:
You order 10,000 units.
The factory prints all cartons in Chinese.
The goods are ready.
Then somebody discovers that the Nigerian market label needs information the artwork does not contain.
The factory can fix it.
But you will pay for the mistake.
Artwork approval should happen before mass printing.
What happens when the cosmetics arrive in Nigeria? #
Registration does not make port clearance disappear.
NAFDAC's clearance guideline for imported cosmetics requires documents including:
- Single Goods Declaration
- commercial invoice
- PAAR
- Form M
- bill of lading or airway bill
- packing list
- evidence of valid NAFDAC product registration
- Certificate of Analysis
- relevant letters/authorisations
- CRIA for products from China and India where applicable
The application for clearance is submitted through NAFDAC's port-inspection process.
So you have two distinct jobs:
register the product
and
clear each commercial shipment properly.
Do not confuse them.
How much does NAFDAC registration for imported cosmetics cost? #
Do not build your budget from an old blog post.
NAFDAC has published historical tariff schedules, including an older schedule showing imported cosmetic registration fees, but those numbers should not automatically be treated as the amount you will pay today.
NAFDAC's current digital regulatory portal now provides access to fee schedules and a cost-estimation process.
Your budget may involve more than the registration invoice anyway.
Think about:
- NAFDAC regulatory fees
- trademark
- notarisation
- Chinese documentation
- embassy authentication
- samples
- laboratory requirements
- factory inspection-related costs
- artwork changes
- sourcing/agent fees
- international shipping
- Customs and clearing
The correct question is not:
“How much is NAFDAC?”
It is:
“How much will it cost to make this exact Chinese cosmetic legally importable and saleable in Nigeria?”
Those are different numbers.
Why small cosmetic importers get stuck #
Usually one of these happens.
They order first #
The factory finishes production before the importer discovers registration is required.
Now money is sitting in China in the form of stock.
The manufacturer cannot provide the documents #
The supplier was excellent at making cheap cream.
It was not prepared for foreign regulatory registration.
The product formulation creates a problem #
The importer chooses the product based on demand without checking the ingredients.
The brand ownership is unclear #
The Nigerian importer wants exclusive control but is importing somebody else's existing brand without securing the commercial rights.
The artwork is already printed #
A label problem that could have been fixed for free becomes a packaging reprint.
They underestimate the timeline #
They plan a product launch as though NAFDAC registration takes two weeks.
It does not.
Buying an existing registered cosmetic may be easier #
Not every Nigerian beauty business needs to become the original registrant of a new Chinese cosmetic.
For a smaller business, there are several models worth comparing.
You can distribute products that are already properly registered in Nigeria through an authorised supply arrangement.
You can build your own brand and commit to registering it.
Or you can concentrate on beauty categories that do not create the same regulatory burden, depending on the exact product.
What you should not do is buy commercial quantities of regulated cosmetics first and hope the paperwork can be solved after arrival.
What about wigs, lashes and beauty accessories? #
Do not assume every item sold inside a beauty shop is legally a cosmetic.
A bottle of hair serum and a bundle of hair extensions are not necessarily the same regulatory category.
The same applies to false lashes versus lash adhesive, makeup brushes versus liquid foundation, or a cosmetic applicator versus the cosmetic itself.
Where the classification is unclear, get written confirmation from the relevant regulator before committing a large order.
Especially when one interpretation means registration and the other does not.
Our human hair from China guide covers the sourcing side of hair products.
Before paying a Chinese cosmetics factory, ask these questions #
A useful supplier conversation should cover more than price.
Ask:
- Can you provide a Certificate of Manufacture and Free Sale?
- Which authority issues it?
- Can it be authenticated for Nigerian use?
- Will you issue the required Power of Attorney?
- Will you cooperate with NAFDAC GMP inspection requirements?
- Can you provide a full Certificate of Analysis?
- Can you provide the full ingredient composition?
- Can your packaging be changed to meet Nigerian labelling requirements?
- Who owns the brand?
- Can you manufacture it under our Nigerian trademark?
- What is your MOQ before and after custom packaging?
- Will you send registration samples separately before bulk production?
If the factory becomes evasive at this stage, imagine what happens after you pay 70% of the order.
The realistic route for a Nigerian cosmetics importer #
If you want to build a serious cosmetics business from China, do it in this order:
Find the right product.
Check the ingredients.
Check Nigerian regulatory requirements.
Verify the Chinese factory.
Confirm the factory can provide registration documents.
Secure your Nigerian brand and company documents.
Start NAFDAC registration.
Import only the authorised samples required for the process.
Complete registration.
Then place or release the commercial order.
That route feels slower at the beginning.
It is much cheaper than having a container of unregistered cream sitting at a Nigerian port.
Where ChinaBridge fits in #
For a Nigerian buyer, the China side and the Nigerian regulatory side should be considered before the factory receives your deposit.
If you already have a cosmetic product, Alibaba link, 1688 link or Chinese manufacturer, ChinaBridge Global can help you look at the sourcing side of the transaction before you commit.
Start with:
- product link or photographs
- complete ingredient list
- manufacturer details
- product/brand name
- quantity
- whether it is your own brand or the factory's brand
- Nigerian destination
The first question should not be:
“How much is shipping?”
It should be:
“Can this product and this manufacturer support a legal Nigerian import?”
Once that answer is clear, sourcing, payment and shipping become much easier to plan.
For the wider regulatory route, see our NAFDAC registration for imported products guide.
Before paying the factory, use our Chinese supplier checking guide.
And when the product is approved and ready to move, continue with our shipping from China to Nigeria guide.
Start here, it takes about two minutes
Tell us what you need. A person from the ChinaBridge desk will reply on WhatsApp, usually the same working day.
Buying, selling, shipping, a visa or the paperwork, it is the same desk. Nothing is payable to open a file, and nothing is due until you have agreed a plan in writing.
